GTA Online Agency and Security Contracts Guide: Setup, Payouts and Best Contracts

The Agency is GTA Online's executive-crime office, added in The Contract update, and Security Contracts are the fastest way to make it pay for itself. Buy an Agency from the Dynasty 8 Executive website, launch Security Contracts from the office computer, and each mission pays GTA$31,000 to GTA$70,000 depending on difficulty, with a slice of every payout banked permanently in your Agency's wall safe.

Essentials

  • Agency prices range from GTA$2,010,000 (Little Seoul) to GTA$2,830,000 (Hawick). All four interiors are identical, so price and map position are the only real differences.
  • Security Contracts pay GTA$31,000-42,000 at Professional, GTA$44,000-56,000 at Specialist, and GTA$60,000-70,000 at Specialist+.
  • Three contracts are on offer at a time on the office computer, refreshed every time you log in, with a five-minute cooldown between runs.
  • Every contract you finish adds GTA$100 a day to your Agency's wall safe, up to a GTA$20,000 daily cap once you have completed around 200 contracts total.
  • Finishing a handful of contracts triggers a call from Franklin Clinton, unlocking Payphone Hits and the road into The Contract's Dr. Dre storyline.

What is the Agency in GTA Online?

The Agency is the headquarters for F. Clinton and Partner, the security and "influencer protection" firm you set up with Lamar Davis and, once the story kicks in, Franklin Clinton. It works like other executive offices: you run it as a VIP, CEO or MC President, and it gives you a computer for launching Security Contracts, a wardrobe, a private garage, and (with upgrades) an armory and vehicle workshop.

Unlike a Bunker or a Nightclub, the Agency has no production loop to manage. It is pure mission income: buy it, then run contracts from the computer whenever you are online, with no supplies to source and no product to sell.

How to buy an Agency: locations and prices

Open the Dynasty 8 Executive website on your in-game phone and pick one of four Agency locations. Every interior layout, upgrade slot and mission flow is identical between them, so the choice comes down to price and which part of the map you want as a base.

LocationPrice
Little SeoulGTA$2,010,000
Vespucci CanalsGTA$2,145,000
Rockford HillsGTA$2,415,000
HawickGTA$2,830,000

Little Seoul is the cheapest and the best pick if you just want the mission access; Rockford Hills and Vespucci Canals sit closer to the city center if you want a shorter drive to other properties.

Agency upgrades worth buying

The Agency has three optional upgrades. None of them are required to run Security Contracts, but two pay for themselves fast:

UpgradePriceWhat it does
AccommodationGTA$275,000Unlocks the interior decoration options and a second character outfit locker
ArmoryGTA$720,000Free weapon and ammo restocks from the Agency, plus access to heavy weaponry
Vehicle WorkshopGTA$800,000Lets you store, customize and export a personal vehicle, and is required for later Agency-linked content

If you are grinding Security Contracts on a budget, the Armory is the one upgrade worth prioritizing: free ammo and armor on every run adds up quickly over dozens of contracts.

How Security Contracts work

Once your Agency purchase cutscene ends, head to the office computer to start Security Contracts as a VIP, CEO or MC President. Three contracts are offered at a time, and the list refreshes automatically every time you log back into GTA Online. There is a five-minute cooldown between finishing one contract and starting the next.

Every contract you successfully complete also has a permanent side effect: it adds GTA$100 a day to the Agency's wall safe, a passive-income till you can collect from at any time. That per-day rate caps at GTA$20,000, which takes roughly 200 completed contracts to reach, so the payout itself matters far more than the safe bonus in the short term.

The 6 Security Contract mission types

Mission typeWhat you do
Asset ProtectionDefend an incoming cargo shipment from waves of attackers
Gang TerminationRaid a gang hideout and eliminate everyone inside
Liquidize AssetsDestroy several assets belonging to a rival business
Recover ValuablesCrack a safe or vault and steal the contents
Rescue OperationExtract a VIP or informant from a hostile location
Vehicle RecoveryTrack down and deliver a specific vehicle intact

The computer only ever shows three of the six at once, so which types you get on a given day is partly luck. Rescue Operation and Vehicle Recovery tend to run faster than Asset Protection, which is worth knowing if you are optimizing for GTA$ per hour rather than per mission.

Security Contract payouts by difficulty

Contracts scale across three difficulty tiers, and the tier is tied to the mission itself rather than something you choose freely each time.

DifficultyPayout range
ProfessionalGTA$31,000-42,000
SpecialistGTA$44,000-56,000
Specialist+GTA$60,000-70,000

Specialist+ contracts take noticeably longer and throw more enemies at you, so they are not always the best GTA$-per-minute pick over a fast Professional run, but they are the highest single payout available from the Agency's own mission list.

The best way to grind Security Contracts

  • Check the office computer every login. The three-contract list refreshes automatically, so logging in and out resets your options if none of the three appeal.
  • Do all three before moving on. You are already at the Agency; clearing the full list before the cooldown resets is more efficient than leaving one contract on the board.
  • Play solo if you want the full payout. Security Contracts split GTA$ between participants, so running them alone (or with a small, trusted crew doing an even split you are happy with) maximizes personal income.
  • Stack it with other business runs. Security Contracts pair well as a "filler" activity between longer heists or business sales, since each one only takes a few minutes.
  • Do not skip the safe bonus. Even though the payout dominates in the short term, every contract you complete is permanent progress toward that GTA$20,000-a-day passive cap.

What happens after your first Security Contracts

Finish a handful of Security Contracts (most players report the call lands after two or three) and Franklin Clinton rings you up, pulling you into the Dr. Dre storyline that anchors The Contract update. That unlocks Payphone Hits, a rotating series of short assassination missions you can trigger from any in-world payphone, and eventually leads into The Contract's own heist, which pits you against Dr. Dre's stolen phone.

If you are weighing the Agency against GTA Online's other income sources, it is worth comparing its per-hour output to the best-earning businesses in 2026, and pairing your Security Contracts grind with a proper heist rotation like the Cayo Perico Heist for the bigger paydays. Players building out a full business empire around the Agency often run it alongside a Chop Shop or a Nightclub for passive income between contract runs.

Is the Agency worth buying in GTA Online?

Yes, for two reasons that have nothing to do with the mission payouts themselves. First, it is the only route into The Contract's Franklin and Dr. Dre storyline, which unlocks its own exclusive rewards and vehicles. Second, Security Contracts are short, repeatable, and require no supply chain to manage, unlike a Bunker or Nightclub - you can knock out two or three between other activities without dedicating a whole session to it.
