How long does the oxygen actually last?
Indefinitely. The scuba gear's single air tank never depletes in either mode - it's a permanent removal of the drowning timer, not a refillable resource. The only way to lose it is to take the gear off, through the Interaction Menu or a wardrobe, or get killed.

That version grants the exact same unlimited-oxygen effect as the free Dinghy trick - you're only paying for the look and the convenience of saving it as an outfit instead of hunting down a boat every time.
