Is GTA 6 Banned in France? What the PEGI 18 Rating Really Means
No, GTA 6 is not banned in France. It carries a PEGI 18 rating, which French law makes mandatory on the box but which does not, on its own, forbid a sale to a minor. Here is what the law actually says.

GTA 6 is not banned in France. It will be on shelves at Fnac, Micromania and Amazon on 19 November 2026 like everywhere else in Europe, with the same red PEGI 18 badge on the box. What that badge means in French law is more subtle than most headlines suggest, and it is not the same thing as the strict 18 certificate you find in the UK.
With the game now rated adults-only by every major board, and with ratings descriptors that go further than GTA V ever did, the question "can GTA 6 be banned in France?" keeps coming back. Here is the honest answer, sourced.
The essentials
- GTA 6 is rated PEGI 18 in Europe and the UK, M (Mature 17+) by the ESRB in North America, USK 18 in Germany and R18+ in Australia, according to reports compiled in October 2026.
- France has not banned it, and nothing points that way. No video game has ever been formally banned from sale to minors in France, not even GTA V.
- PEGI is the only age-rating system officially approved in France since 2015, and publishers must print it on any game that needs it.
- The PEGI 18 badge is advice to the buyer, not an automatic sales ban. A legal ban on selling to minors needs a separate decision by the Interior Minister.
- Retailers are not completely off the hook: the French criminal code can still reach a shop that exposes minors to violent content.
- For families, the barrier that actually works is the console's parental controls, not the label on the box.
What GTA 6 has been rated, and why
Rating boards look at the finished game shortly before launch, and GTA 6 went through that process between August and October 2026. According to a round-up published by GTABoom on 17 October, the game is rated 18 or equivalent in every major market: PEGI 18 in Europe, USK 18 in Germany, CERO Z in Japan, R18+ in Australia (a step up from GTA V's MA15+), 19+ in South Korea and M for Mature 17+ by the ESRB.
The PEGI listing itself had a short life. On 3 October, Video Games Chronicle reported that PEGI had published the 18 rating together with detailed content descriptors, before pulling the page from its site. The rating is still shown on PlayStation's European store. We are not going to relay the fine detail of those descriptors: the broad categories (realistic violence, drug use, sexual content and nudity) are enough to understand the rating, and they match what the official launch trailer already shows of the game's tone.
None of this is a surprise. Every mainline Grand Theft Auto since GTA III has been rated 18 in Europe. We covered the age question for players in our guide on what age you can legally play GTA 6; this article focuses on the French legal angle.
Is GTA 6 banned in France? No
There is no ban, no ministerial order and no pending procedure against GTA 6 in France. The game is listed for pre-order by every major French retailer, Rockstar has announced a full French version with subtitles, and the unlock is scheduled at midnight in each store's time zone, which is 23:00 UTC on 18 November for France (see our release time guide).
The "banned" rumors you see on social media usually mix up three different things:
- The PEGI 18 rating, which applies everywhere in Europe and does not stop the game being sold.
- Genuine restrictions in other countries, where some storefronts do not list the game or apply local rules.
- Old controversies around GTA in general, which never led to a ban in France.
What French law actually says about game ratings
France does not have its own rating body for video games. It relies on PEGI, but it has given that system a legal footing through the law of 17 June 1998 on the protection of minors (law no. 98-468), amended in 2015.
Article 32: the label is compulsory
Article 32 of that law requires games that present a risk for young people, for example because of crime, violence, drugs or hatred, to carry an age-restriction label and an indication of the nature of the risk. Since the law of 16 February 2015 and a decree published in October 2015, the obligation is on the publisher, or failing that the distributor, to affix it. According to a French Culture Ministry answer to the Senate in 2018, "since 2015, the only rating system approved in France by the Interior Ministry is the PEGI system".
In plain terms: the PEGI 18 logo on the GTA 6 box is not a marketing choice in France, it is a legal requirement.
Article 33: the Interior Minister can ban sales to minors
The real ban mechanism sits in article 33 of the same law. It allows the Interior Minister to prohibit offering, giving, renting or selling a specific game to minors, and even its display or advertising, if it presents a particular danger for young people.
That power exists, but it has never been used against a mainstream game. As the French Interior Ministry itself explained in a 2016 answer reported by Next INpact, PEGI ratings are advice to the buyer, not sales bans, and no game had been formally banned from sale to minors in France, GTA V included.
Article 227-24 of the criminal code: the backstop
There is one more layer. Article 227-24 of the French criminal code punishes making violent content, or content seriously harmful to human dignity, available to a minor. It carries up to three years in prison and a 75,000 euro fine. The government has said a retailer's liability could be sought on that basis, for example a store letting children try an 18-rated game on a demo console, but only if a complaint reaches the public prosecutor.
So what happens if a minor buys GTA 6 in France?
| Situation | What the law says |
|---|---|
| A 15-year-old buys GTA 6 in a shop | No specific sales ban exists without a ministerial order. Most large chains apply an internal policy and may refuse. |
| A parent buys GTA 6 for their child | Legal. The rating is advice for the parent, who decides. |
| A shop lets kids play GTA 6 on a demo console | Liability could be sought under article 227-24 if a complaint is filed. |
| The Interior Minister bans sale to minors | Selling it to a minor would then be an offence. This has never happened for a game. |
Large French retailers do usually train staff to follow PEGI, and online stores rely on account age. If you are buying, stick to official French retailers rather than resellers.
How France compares with the UK and Germany
France sits in the middle of the European spectrum:
- United Kingdom: PEGI 12, 16 and 18 are legally binding since 2012 under the Video Recordings Act. Selling an 18 game to a minor is a criminal offence.
- Germany: does not use PEGI. The USK rating is binding, and GTA 6 is USK 18, so retailers must check ID.
- France: PEGI is mandatory on the box and officially approved, but a sales ban to minors needs a specific ministerial decision.
- Most other PEGI countries (Spain, Belgium, Ireland...): PEGI is a strong recommendation followed by retailers.
Could France ban GTA 6 later?
In theory, yes: the article 33 power exists and does not need a new law. In practice, there is no sign of it. GTA V sold for more than a decade in France under the same PEGI 18 rating without any ministerial action, and debates in France about screens and children have so far targeted social networks and online age checks rather than individual games.
What is more likely is what already happened with GTA V: public debate in the media around launch, questions from members of parliament, and reminders from the government about parental controls. Nothing that changes your ability to buy the game on 19 November.
What parents should actually do
The PEGI 18 label is a strong signal: GTA 6 is designed for adults, and the rating boards say so unanimously. If a child in your household wants it, the practical tools are:
- Family accounts on PS5 and Xbox, which block 18-rated purchases unless an adult approves them.
- Spending limits, important because the ESRB and PEGI both flag in-game purchases.
- Online chat restrictions, relevant once GTA Online content arrives.
Our parental controls guide walks through each setting step by step, and it is worth doing before the 19 November unlock rather than after.
The bottom line
GTA 6 is not banned in France and is not going to be. Its PEGI 18 rating is compulsory on the box under French law and tells you clearly the game is made for adults, but it does not by itself make a sale to a minor illegal. Only a decision by the Interior Minister could do that, a power France has never used on a video game. For everyone else, the real age gate is the account on your console.
